Primary Role and Responsibilities:

The Program Manager is responsible for overseeing the execution of the contract, ensuring compliance with performance requirements, and managing resources efficiently. Key responsibilities include:

  • Project Management:
  • Develop and maintain detailed project plans and schedules.
  • Coordinate activities between interpreters, translators, and other team members to meet contract deliverables.
  • Compliance Oversight:
  • Ensure compliance with government standards, including security protocols (SECRET clearance) and Controlled Unclassified Information (CUI) regulations.
  • Monitor adherence to the Performance Work Statement (PWS) and contract specifications.
  • Resource Management:
  • Manage the allocation of 55,600 total man-hours over the contract term.
  • Ensure personnel meet minimum qualifications and are adequately trained.
  • Reporting:
  • Prepare and submit monthly progress and financial status reports, including:
  • Work completed.
  • Risks, challenges, and issues.
  • Cumulative man-hours and costs expended by labor category.
  • Estimate-to-completion (ETC) and estimate-at-completion (EAC) forecasts.
  • Communication and Coordination:
  • Act as the primary liaison between the contractor and government stakeholders, including the Point of Contact (POC) for the Japanese Defense Forces (JDF) and Naval Air Warfare Center Weapons Division (NAWCWD).
  • Facilitate real-time communication and data transfer with the COR and Technical Points of Contact (TPOC).
  • Performance Monitoring:
  • Evaluate the performance of interpreters and translators, ensuring quality service delivery.
  • Address performance gaps and provide corrective action recommendations.
  • Logistical Support:
  • Oversee the arrangement of travel, including compliance with Joint Travel Regulations (JTR).
  • Ensure timely procurement of incidental materials required for the project.

Qualifications:

  • Education:
  • Bachelor's degree (minimum); Master's degree preferred.
  • Experience:
  • Over 3 years of experience in program management (Journeyman level).
  • Demonstrated ability to lead diverse teams in high-visibility or mission-critical projects.
  • Skills:
  • Strong organizational and problem-solving skills.
  • Proficiency in Microsoft Office, Project, and Adobe Acrobat Pro.
  • Excellent communication and leadership abilities.
  • Security Clearance:
  • SECRET clearance required as per contract specifications.
  • Other Requirements:
  • Familiarity with Japanese culture and language is beneficial but not mandatory.
  • Knowledge of government contracting processes and procedures.
  • Primary Work Location:
  • Naval Air Warfare Center Weapons Division (NAWCWD), Point Mugu, California.
  • Additional Work Locations:
  • Naval Base Ventura County, San Nicolas Island, California.
  • Contractor's Facility:
  • Up to 10% of work may be performed at a contractor-provided site located within 50 miles of the NAWCWD main gate at Point Mugu, California.
  • Travel Requirements:
  • Temporary travel to various locations, including:
  • Japan.
  • Hawaii.
  • Other project-related destinations as required under specific task orders.

Pay: $56.00 - $80.00 per day
