Job Title: Director - Regional Head of Resiliency, Safety and Security (RSS)

Location: Singapore

Reports To: Global Head of Resiliency & Safety

Job Summary: The Regional Head of Resiliency, Safety and Security (RSS) for Asia Pacific (APAC) provides strategic and operational leadership for all RSS functions across the region. This includes oversight of Business Continuity, Operational Resilience, Crisis Management, Disaster Recovery, Health & Safety, Corporate Security, and Executive Operations. The role ensures the resilience, safety, and security of BlackRock’s operations, employees, and assets across Asia Pacific.

Key Responsibilities:

  • Provide strategic leadership and oversight for all RSS functions within the APAC region.
  • Works closely with regional leadership, Technology & Operations and Enterprise Solutions leadership to ensure activities are well coordinated.
  • Coordinate the activities of functional staff, ensuring alignment with global strategies and objectives.
  • Serve as the primary point of contact / escalation for regional RSS issues with senior leadership, providing timely and effective resolution.
  • Collaborate with global and regional leaders to drive continuous improvement and innovation in Enterprise Services.
  • Serve as the senior Enterprise Services representative in times of crisis, and when ES is supporting the firm’s response to various crisis related issues.
  • Act as the primary point of contact for regulatory matters, with a specific responsibility to focus on new and emerging Operational Resilience regulations
  • Direct oversight of the following areas of the RSS portfolio: Business Continuity, Operational Resilience, Crisis Management and Disaster Recovery
    • Driving business continuity planning and execution, ensuring the resilience of operations in the face of disruptions and supporting incident response and crisis management.
    • Compliance with global policies and local regulations related to Operational Resilience
  • Working in close partnership with the respective global heads, provide strategic support and oversight for the delivery of the following RSS functions in the APAC region: Corporate Security, Executive Operations and Health & Safety.
  • Serve as a local people leader, responsible for supporting employees in their professional development and serving as the local lead during cyclical HR related activities (e.g. performance reviews, compensation, training, etc.)

Qualifications:

  • Proven experience in a senior leadership role within a similar function, preferably within a global organization.
  • Direct experience with running business continuity, operational resilience and health and safety functions
  • Excellent leadership and management skills, with the ability to coordinate and motivate a diverse team.
  • Strong problem-solving and decision-making abilities, with a focus on delivering effective and timely solutions.
  • Excellent communication and interpersonal skills, with the ability to build strong relationships with stakeholders at all levels.
  • Ability to work effectively in a fast-paced, dynamic environment, managing multiple priorities and deadlines.
  • Knowledge of regional regulations and best practices related to the functions within RSS.
  • Willingness to travel within the region as required.
  • Ability to operate in a matrix environment, with both direct and dotted line reports.

Preferred Qualifications:

  • Experience working within the APAC region.
  • Professional certifications related to corporate security, real estate, facilities management, or business continuity.
