Greystones is seeking a Programmatic Financial Expert to support a program within OSDβs Chief Digital and Artificial Intelligence Office (CDAO) developing advanced software tools for AI testing and evaluation. The program aims to deliver a suite of integrated tools to address critical testing and evaluation gaps, supporting assessments of AI performance, cybersecurity, resilience, and explainability. These capabilities will enhance mission effectiveness and form a crucial part of the CDAOβs digital testing infrastructure for data, analytics, and AI within the Department.
Hybrid role reporting to Falls Church, Arlington or Alexandria 2-3 days a week.
$120-155k.
Major Duties/Tasks:
- Assist with administrative, operational, and project management tasks for A2/JATIC.
- Exhibit initiative and self-motivation, thriving in a collaborative, virtual environment while managing various responsibilities with a strong emphasis on organization, coordination, process management, and multitasking.
- Handle daily administrative and operational duties, including managing spreadsheets, databases, documents, information distribution, data entry, reporting, and document control. This may also involve conducting complex evaluations of existing procedures, processes, techniques, models, and systems related to management challenges.
- Develop, manage, and organize the divisionβs financial data using current tools (MS Office, Excel, Qlik in Advana) or propose new, compliant tools for Impact Level IV that can be used on the DoDIN.
- Ensure financial data accuracy and oversee the execution of requirements for current-year funds; actively seek guidance to efficiently utilize available funds as soon as possible.
- Trace expenditures to specific projects and programs; ensure that burn-down dates are reflected in standardized reports and conduct in-depth financial analyses as needed.
- Assist in project management by planning, developing, testing, and documenting projects, including applying business process improvement practices, modernizing methodologies, and supporting acquisition planning and reengineering of old methods. Help agency teams manage project milestones, goals, and deliverables.
- Occasionally support the development of POM, gap analyses, issue papers, CAPE issue team briefings, and other detailed financial analyses as needed.
- Develop strategies and documentation for current organizational financial processes with an eye toward potential automation, formalizing task management, and sharing within the broader program.
- Develop more efficient approaches for managing the divisionβs finances and interactions with CDAO budget and acquisition teams and troubleshoot any issues that arise.
- Understand the divisionβs priorities to advise leadership on urgent matters versus those that may resolve on their own within a short timeframe.
- Prepare presentations and reports for leadership approval and collaboration; organize meetings to gather feedback.
- Coordinate and schedule meetings with stakeholders to resolve outstanding financial issues and provide leadership with recommended talking points.

Requirements:
- Bachelorβs Degree plus 6-10 yearsβ experience, or a Masterβs degree plus 5 years of experience
- Actively engage with team members and external stakeholders, showcasing strong communication abilities.
- Develop a detailed budget and project management tracking tool using features such as SUMIF, linked tables, pivot tables, and slicers, ensuring data accuracy and workbook integrity through meticulous attention to detail and advanced MS Excel skills.
- Create and update standard weekly and monthly financial presentations to consistently report data points and illustrate changes over time.
- Operate within agile frameworks, such as the Scaled Agile Framework.
- Exhibit initiative by persistently consulting with government subject matter experts until resolutions are achieved; proactively create innovative methods for execution and tracking.
- Track contract burn-down rates for various performers based on actual invoices and provide comparisons with projected burn-down rates using accounting system data.
