The Global Environment Facility (GEF) is a multilateral financial mechanism created in 1991 to provide grant and concessional funds to recipient countries for projects and programs that address biodiversity loss, climate change mitigation and adaptation, degradation of international waters, land and forests, ozone depletion, elimination or reduction of persistent organic pollutants and mercury, all within the framework of sustainable development.
The GEF unites 186 countries in partnership with international institutions, civil society organizations (CSOs), and the private sector to address global environmental issues while supporting national sustainable development initiatives. An independently operating financial organization, GEF is the designated financial mechanism for five international environmental conventions: the Convention on Biological Diversity, the Stockholm Convention on Persistent Organic Pollutants, and the UN Framework Convention on Climate Change (UNFCCC) and Minamata Convention on Mercury. GEF is also a designated financial mechanism of the UN Convention to Combat Desertification.
In the years since its establishment, the GEF has funded over 4,500 projects in 170 countries, and many thousands more through the GEF Small Grants Program, providing $20.5 billion in grants that leveraged $112 billion in co-financing. The GEF Secretariat, construed for administrative purposes as a Vice-Presidential Unit (VPU) within the World Bank, has approximately 100 professional and administrative and client support staff.
The GEF Policy and Operations Division is responsible for several critical corporate functions, including: i) design and drafting GEF policies, guidelines and related documents for the GEF family of funds, ii) guidance to GEF Agencies, countries and other stakeholders on GEF policy and guidelines, through GEF business processes and systems; iii) portfolio management and quality assurance; and iv) results monitoring, reporting and preparation of key GEF external reports.
Duties and Accountabilities
The primary responsibilities of the Analyst will be to support the results monitoring and portfolio management functions of the Secretariat, working with staff across the GEF Secretariat, implementing partners and beneficiary countries and other stakeholders. Activities will include undertaking analytical work, both quantitative and qualitative, on GEF projects and programs through in-depth reviews of GEF project documents and internal quantitative/qualitative databases.
Specific deliverables would include:
• Designing and automating protocols, tools, analyses, and the overall data architecture and codebooks for measuring GEF’s results and portfolio progress.
• Preparing key public results reports for external stakeholders, including: i) the GEF Corporate Scorecard submitted to the GEF’s governing Council every six months and ii) Country and Agency factsheets providing key financial, operational and results information iii) Analytics to support the GEF’s Annual Monitoring Report and other ad-hoc Council documents and internal and external requests.
• Reviewing and providing guidance on strengthening the choice of indicators and associated measurement concerns, clarify the definitions of the indicators in collaboration with relevant staff, and review the data collection and data analytics systems currently in place.
• Translating technical analyses in core areas of data science into recommendations for programs and policies.
• Supporting the implementation of key GEF Information Technology systems (e.g. the GEF Portal), including review and updates to templates and input formats, testing, and collaboration with the World Bank systems and IT teams.
• Strengthening databases, documenting lessons learned, results frameworks, success stories and any other information that provides the basis for a better aggregation of results.
• Provide support in data collection, analysis, visualization, and report writing, including by innovatively using data, stories, and analytics to build powerful narratives
• Conducting results, risks and monitoring and evaluation reviews in given areas of the GEF portfolio, such as a region, country, focal area or integrated program.
• Conduct ad-hoc qualitative review exercise, such as examining and summarizing lessons learned from the project Mid-Term Reviews and Terminal Evaluations to support institutional learning and adaptive management.
• Providing analytics required to support replenishment negotiations and other fundraising activities, including updating, testing, and implementing the GEF-9 Results Measurement Framework and Indicator Tracking Tools.
• Presenting GEF’s work covering the results measurement framework and monitoring policies and portfolio performance, factsheets, and other products related to engagement with external clients and stakeholders.
Selection Criteria
• A Master’s degree in Environmental Economics, Environmental Management, Natural Resource Management, Sustainable Development, Data Science, Public Policy or related field, with at least 4 years of related experience, or equivalent combination of education and experience
• Strong and proven academic, technical, and analytical background
• Proven critical-thinking skills, with a willingness to explore unfamiliar issues, and a willingness to quickly learn the GEF’s operational models.
• Excellent written and verbal communication skills in English, with the ability to present and summarize ideas clearly, methodically, and concisely
• A proficiency in, and comfort with, quantitative and statistical data analyses – a familiarity with the GEF’s work and data will be a plus
• The ability to collate, manage, and analyze complex and interrelated datasets
• Full proficiency in the use of Excel is required. Proficiency in related statistical and presentational software, such as PowerBI, R, Python, Geospatial analysis, Artificial Intelligence, and Machine Learning will be a plus. Excellent data visualization skills including experiences building dashboard in R, PowerBI, and Tableau will be a plus.
